Economic Incentives

Foreign Trade Zone (FTZ)

The Bellwether District site is eligible for a FTZ designation which is supported by PhilaPort as the grantee of the local FTZ. Each Tenant is required to apply for approval with the FTZ board and U.S. Customs based on their specific use. U.S. Foreign Trade-Zones encourage activity and investment in the United States. FTZs are secured, designated locations around the United States in or near a U.S. Customs Port of Entry where foreign and domestic merchandise are generally considered to be in international commerce and outside of U.S. Customs territory.

Keystone Opportunity Zone (KOZ)

Businesses located in the Bellwether District’s KOZ can qualify for reductions, exemptions, abatements, or credits for most city and state taxes for 10 years, including corporate taxes, franchise taxes, financial institution taxes, income taxes and real estate taxes.

In addition, exemptions from state and local sales and use tax apply to most purchases of items for property used and consumed in the KOZ.

Payment in Lieu of Taxes (PILOT)

Owners and businesses operating at the site have potential local tax savings in the following categories: net profits tax, business income and receipts (BIRT) tax, use and occupancy tax, and real estate property tax.
